Need New Pants: Gore-Tex?

I am coming from a 10+ year old pair of Bonfire or some other brand pants (can't remember off the top of my head). The pants aren't torn and are in OK shape, but they won't fit this coming season.
Funds are quite low and will be this season due to some personal stuff, so I am trying to find a good deal. For sizing, I'm guessing I'm looking at XL or XXL depending on the brand's sizing - some run bigger/smaller.
I'm guessing I want Gore-Tex for the waterproofing. My current pants are either 8k or 10k (I think 10k) and sometimes I'll get a little damp, but they're really not too bad in that aspect unless it is a rainy day or something.
So... I'm coming to you guys looking for help.
What should I be looking for?
What is a good price to pay?
What are the best pants for warmth / waterproofing / comfort?
I've never looked at or bought used, I'm not sure if that is a good option to look into also. Let me know what you guys think, I'd love to hear some opinions and find some options to work with. I see what I think might be good deals on some stuff on eBay, but I really don't know to be honest.
