New boots, need binding adjustment?

I bought some new Rulers size 8 to replace my size 9s. They seem to fit much better. I'm wondering if I need to move the bindings over to adjust the smaller footprint. Also not sure what to do with the gas pedals. I can move them in, the attached photos has one original, 1 with it moved in.
