Should helmets be mandatory...?

I know it is the end of the season (almost), and this is when all the edits start to turn up, and maybe i have noticed before, but it stood out for some reason this year...
So very simple question, to all, and that is should helmets be mandatory, and at what level should that be implemented...???
I get that it is personal choice, but with parks progressing at a much faster rate due to people trying more stuff and parks being more challenging nowadays, does it make a difference...?
I just watched an edit, of a comp and i would say that less than 10% are wearing helmets, what kind of message does that send to the kids coming through... That your own safety is not important...???
