Shiga Kogen vs. Niseko

I'm planning a snowboarding trip to Japan for 3 weeks from late Feb to late March this year. I've narrowed it down to these options:
1 - Shiga (9 days) -> Hakuba (5 days) -> Niseko (6 days)
2 - Hakuba (9 days) -> Shiga (12 days)
Unfortunately, despite hours of research on resorts, I'm still having a tough time deciding which to go with.
So a few questions: with option 1, is the allotted time enough to enjoy each resort? With option 2, is it worth staying in Shiga / Hakuba for that long and skipping Niseko altogether? Or would things just get boring?
